No its plug and play............all is needed is usb connection windows xp and up will power the drive.........before you add any thing on to it go to my computer once plug in format the drive and give it a name (a letter will be given automatic)

Your internal drive is different than your external drive. If you put more files onto your SimpleTech drive, then that one is going to fill up faster. The best thing to do would be to go through your SimpleTech drive and delete anything that you don't need. I don't remember my SimpleTech drive coming with any software on the drive, but if it did, it didn't take up much space.

This sounds like your USB bus does not have enough power available to run all devices that are connected to it.
If you are using a USB HUB, this is not unusual.
Try disconnecting other USB devices to see whether that allows the external drive to function properly. If it does, then I suggest that you get a "powered" USB hub to use to connect all of your devices.

You shouldn't need a special driver, but you do need to plug in the usb y cable to 2 usb ports. Normally 1 usb port doesn't supply enough power to make external USB drives go. That is why I prefer firewire, it supplies much more power at higher sustained rates. Once the drive is going just open the Disk Utility and format for your needs. If you need to share files with a PC, partition as MS-DOS (FAT). If you are sharing with a mac or not using the drive on other computers, format as extended with journaling.

Does simple tech 250 drive need an external power source?

Yes, you need a power supply. I have several USB peripherals that, in a similar way, APPEAR to be on when you plug them into USB. But that interface cannot supply enough power to actually run the machine. The maximum is 0.5 A * 5 V = 2.5 W. The wee portable drives can run on that power, but a normal desktop drive, such as is inside a full-size desktop external enclosure, use ~ 8 W.

So you need a DC power supply! I bet SimpleTech can tell you what the correct current, voltage, and polarity is. Good luck.
