Your best bet is probably going to be to take the circuit board to an electronics technician and ask them to test and replace components that have failed.
Spray this on the cutters and sides of the cutters to lube the cutters and bearings....this will stop the noise...and prolong the life of the machine...
screw a small screw into the piece in the back right corner of the basket that the shredder fits on. This will adjust to the height needed to make the shredder run.
May have paper bits jammed above fixed curved metal surface that spiral cutter slices against. Need to spend time removing built up material with stiff wire or flat tool.
