There is a bolt item 8 below on the very end of the drive shaft that has to be removed before you can remove the pump assembly.
See page 16 item 8 of this Manual: (<-click and download
Then you should be able to remove the pump.

SOURCE: Removing unloader valve
You can hook it up to the water supply but many times you are going to have to start the unit up to get the unloader to come out. I would recommend putting something over the top of the pump so when it comes out you don't lose a eye. If you still have an issue with it not coming out you are going to have to pour some white vinagur down the cylinder and let it sit for a couple hours, this will breakdown any build-up inside the cylinder.
