The gear inside the lens is stuck, maybe some grit or sand got in there preventing it from operating.

The shutter can fail to failure of the control system. You can remove battery and card replace battery and while switching on tap the lens hood on your hands so as to disengage any dirt or mechanism being struck.
Use some air to blow between the lens to dislodge any sand particles struck inside. Unless you are familiar with handling of small devices must the camera be opened.The shutter motor/mechanism can be jammed , manually try and release if not check voltage on the motor to confirm the fault.
Get estimate before you decide. It will be good to have it checked at the authorised service as you do not have to run around for spares.
