Question about Sony Handycam DCR-TRV103 Digital Camcorder
It could be the tapes or the camcorder. If the tapes were recorded at slower speeds than SP,I find that the tapes do not retain the videos as well. Also,if the tapes were stored near a magnetic source such as speakers for a while, that ruins them too.Depending on the age and previous usage of the camcorder,it could be dirty heads. You could try a VCR head cleaner. For settings,I do not know what the options are so I can't answer that.VCR head cleaners should be cheap.I think you get solution with it,clean the middle metal reader with a Q tip, clean the rollers too, spin them with the Q tip itself, insert the VCR head cleaner which is basically a VCR tape with a cleaning cloth wound into it,and run it a minute or 2 or whatever the directions say. That is at least a cheap way to try to make it better. If it doesn't help, you may want to find out if they have a return policy.

It is possible that the camcorder was off use and resulted in drop of values in the servo sections. First of all open the tape door section and do a good cleaning of the audio/control head . See if any dirt had accumulatted onthe heads, be verry careful to clean or use a good quality cleaning tape. Check and see if your old tapes are tight , rewind and forward before playing stored tapes. If this wont solve the choppy playing, thenit is possible that the servo section of the camcorder needs attention. Get help if not familiar as it needs experience to open and probe, but this can also be very expensive. Hope you try the cleaning first. Good day
