New air conditioner turns itself off two minutes after starting

this sounds as if you have an over amping compresser or blower motor......you'll need an amp meter to be sure. as they over amp they heat up and go off on internal protection until they cool back down in which case it may try to run again and again and again and again and again......should I continoue...good luck

My unit turns on and after a couple of minutes starts blinking and no cooling

I'd say you have a problem with your compressor. The blinking is a fault code but usually you need a service manual to tell you what is wrong.

TBH, you would most likely need to get someone to come look at it.

When we turn on our split AC, outside unit is not turning ON

The blinking light is because the unit is waiting for the outdoor unit to come on. If in heating mode, the indoor fan will not run before enough pressure and therefore heat has built up. You should check that the indoor air return sensor is not faulty and therefore preventing the outdoor unit from coming on.
