Try to remove all components all drives (hard drives, cd/dvd roms, floppy drives, etc), all additional cards (modem, video card, sound card etc), remove the memory. Just leave the motheboard, proc and power supply. Before disconnecting everything completely discharge power by holding down the power button while the computer is unplug from the power. It should clear the flea light on the motherboard.
Test it again with just the motherboard, processor and the power supply. If still no power then most likely it is the motherboard since you already put a known good power supply. Motherboard has higher failure rate than the processor. You can swap a known good processor if there is.

Asus P5 GC-MX Board proccessor does not get power what parts should be changed

First, check if the connection from the power supply to the motherboard is properly inserted. If it's loose, that may be whats causing you to receive no power from the supply. Check the wall socket to make sure it works, as well as checking if everything is plugged in properly. If you are still getting no power, then it maybe time to buy a new power supply. If there is some indicator of power to the mother board , such as an LED or light that turns on when plugged in, there may be a problem with your power switch.

Desktop won't start.

Try to replace the power supply with another known working power supply from another P4 desktop and then reconnect your wires from the front panel led lights, changing them around until they are in the correct position. I had an almost similar problem and I did the above, it is working now. All the best ! sirjohn

Dell Dimension 4600C will not power up

Sounds like the power supply is faulting. If not it is your mother board that has failed.
