The absorber is at the bottom of the printer but you don't have to clean it. Even cleaning will not make the printer work. All you have to do is reset the ink tank counter. Here is the procedure:

1. Turn off the printer.
2. holding down Resume/Cancel press POWER - indicator goes on green.
3. release Resume/Cancel, continuing to hold down POWER.
4. press button Resume/Cancel 2 times holding POWER, then release all buttons.
5. when the indicator illuminates GREEN - press button Resume/Cancel four times
6. turn off printer pressing POWER.

How to take apart Cannon PIXMA iP3000 to clean the waste absorber

You need to replace the ink absorber kit and to completely disassemble the printer to replace the absorber. Attempting to clean the ink absorber is not recommended. Self servicing the absorber can be a very messy operation. I would check with a Canon repair center to see what the cost to have the servicing done by a trained technician. In some cases, it is cheaper to replace the printer.

Cannon PIXMA iP3000 (Waste ink absorber full)

The waste ink absorber is a pair of pads at the edges of the ink carriage path near the bottom of the printer. Canon will sell you a new set to replace them if you want to d-i-y. Alternatively, you can just rinse the pads until the water runs clean once you open up the printer. Dry the pads well before reinstalling. You need to take the printer apart from the top and get under the ink carriage.

Once you reinstall the pads, you can reset the counter by:
Pixma IP3000
1. Turn off printer
2. Hold down Resume button and press Power button.
3. Keep holding down Power button and let Resume button go.
4. Press Resume button 2 times then let BOTH buttons go.
5. Green lights will flash and then stop blinking.
6. When green lights are solid, press the Resume button 4 times.
7. Press the Power button and the printer should turn off, if not,
press the Power button once more.
8. Your printer should respond as normal.

I hope this helps.

Power lamp always red. The waste ink absorber is full. Contact the service center for the replacement of the waste ink absorber.

You need to have the absorber replaced at a shop where they can reset the count after changing the absorbers, otherwise ink could overflow and make a mess.

How to replace or clean waste ink absorber in Canon PIXMA iP3000

Cleaning or replacing the ink absorber is not for the faint of heart, it's a messy job, wear rubber gloves and old clothes. After the cleaning you still have to reset the counter so it will let you print again, so don't forget that part.
Here is a link to a web page with the full instructions for both procedures.
