Missing primary charge voltage.
The drum has to be primary charged prior to laser write the latent image on it. The laser removes the charge where the toner has to develop the image.
The primary charge is usually done by a primary charge roller or corona wire. In both cases there has to be good connection to the DC controller or high voltage power supply (HVPS board).
Sometimes a liquid may short-circuit the charging voltage. Check the contacts. If the system is with corona wire check for a broken wire.
