My Rheem Power vent LP water heater goes into lockout mode for the last several mornings. I cycle the power and it works for the entire day, then locks out again by morning. This unit was just installed in January.

Put in gas valve, a few days later sensor set lock out due to flamible sensor setting off. what are the codes to unlock system?

Air intake is probably clogged, so combustion air flow slowed and caused overheating inside combustion chamber.
This tripped FV system and broke TRD, which is a small glass vial located under burner. The spring-activated air baffle snapped closed and shut off air supply, and also tripped FV lockout of gas control.
Remove burner, replace glass vial ordered from Richmond, and clean air intake.

If you have Intellivent gas control, then it can be reset.
Copy following link to identify gas control valve, and download possible service manual:

Rheem Intelli-vent intermittently goes in lockout mode

Rheem does not post service manuals.
However AO Smith has posted relevant service manual:
http://waterheatertimer.org/How-to-troubleshoot-gas-water-heater.html#intellivent

Have you cleaned the air intake located under combustion chamber, and inspected for broken glass vial?
Rheem FVIR system uses glass vial that breaks if combustion air is slowed, and resulting combustion causes slow-moving venting of hot gasses, causing overheating that breaks glass vial.

Check gas pressure.

Replace gas control valve:

Richmond water heater goes into lockout condition, ignition failure and I have to turn the blower switch off then on to get the water heater to work. Its getting to be a everyday thing. Also would like to...

Start-point is to inspect and clean burner parts and combustion chamber, clean air intake, bleed air out of gas line, test gas pressure, test electronic gas control valve, check for venting issues.
As general rule, gas water heater manuals recommend professional service once a year that would cover most items listed above.
To see images, and for more reading and resources, look at your product manual and open following link:

Richmond/Rheem sells power vent blower assembly that cost about $300.
Your product manual shows part numbers.

Before calling service technician, read manual for troubleshooting and yearly maintenance requirements.
Open following links to identify same-similar product and download manual.
Once you have product showing on page, click 'specs-docs' tab to see use-and-care manual.

Rheem site loads slow, and some manuals never load.
Typical power vent manual:
http://waterheatertimer.org/pdf/Rheem-power-vent-manual.pdf

I believe the 21VP is older and Rheem does not show older manuals, but manuals are generally generic enough to help greatly. Year of manufacture show as second and third digit of serial number.

Lockout condition requires service technician and part replacement, or call Rheem and have them send part.
I found one link that talks about FV lockout that may or may not pertain to your issue:
