Save hours of searching online or wasting money on unnecessary repairs by talking to a 6YA Expert who can help you resolve this issue over the phone in a minute or two.
Best thing about this new service is that you are never placed on hold and get to talk to real repairmen in the US.

My Best guess on a solution would be to disassemble the Dream cast and clean up any dust and lint that haas built up inside the unit. This is about the main thing that knocks the power out in the fashion you describe.
If your not confortable with doing that, My shop called the Playstation Clinic works on Dream casts. Contact us through my website www.playstationclinic.com
Best of luck and I do think you will have the dreamcast back up with a good cleaning.
