I put on a deck belt for my huskee 42 and the engine wounld trun over

A safety feature on many newer mower decks and some older ones is: that the engine will not start if the PTO is engaged. Also there is a deck clutch (or deck break) that prevents the deck pulleys from turning. Make sure it is connected properly. It's under the deck and has a big spring on it. If the wire it is attached to has lost tension or is slack for some reason, the deck break will come on and prevent the tractor from starting. It's not usually an engine problem, but a friction problem. Because the deck pulleys are stopped by the break the high amount of friction is to much for the engine to turn over. This usually is the problem if you have the PTO ( deck engage lever) on before you try to start the engine.

I hope it's just this. :)

My Huskie 21K46 is hard to start first thing during the day and after sitting for awhile.

check and be sure the air filter and fuel filter is clean. if they are you may consider taking the carburetor off and cleaning it. it sounds like a fuel problem that involves several things.

Your starting problems sounds just like the overhead valves need to be adjusted. They work in timing with the compression release feature in the engine and when set to specs enable the engine to start much easier. You remove the 4 screws in the valve cover and then with a metal feeler gauge check the gap between the rocker arms and the valve's ends. This being done after you remove the spark plug, turn the engine by hand until it comes up on the compression stroke and then 1/4" down into the power stroke, you hold it there and adjust the valve lash. I have the same machine and a new battery spins the engine quite well. Try the valve adjustment.
For you engage/disengage problem, check the action of the engagement lever behind the "dashboard" area and under the mower. The linkage to the lever needs to be checked and possibly lubicated if no foreign matter is jamming it's movement.

Yard Machines RL 638, '07 model, will not start

Sounds like the blades may be engaged. The cable may not have disengaged completely the last time. When the engine is trying to turn over, the belt is engaged trying to turn the blades which could be why the deck is jerking. It will not start if the blades are engaged because of the safety switches.

First I'd try lubricating the relevant moving parts. Spray with WD-40 everywher that makes sense.
