If it is playing Video files offline ok, then it sounds like you are suffering from Buffering.
When your connection speed is not fast enough to download faster than it takes to play it. The video stops or stutters. You can press pause and wait for the buffer to fill before you press play.
You can sometimes adjust the settings to buffer for 30 seconds before playback starts.
The only solution is to get a better internet connection.
Check Speedtest.net and check your connection speed.
If it is no where near what you are paying for, you may want to ring your ISP and complain
