When using Windows Vista Home Premium, my mouse freezes in the middle of the screen. Whenever I logout of my personal account on the computer, the mouse goes back to normal and is able to move again.

Usually freezing is caused by memory problem...
To many software running in background or to many malware slows down your computer to a freeze.
Try cleaning it
MAlwareByteAntimalware to remove malware
And CCleaner to disable all program that start when you open your computer
Those 2 software have Free version and are perfect for cleaning
You can download here http://www.piriform.com/ccleaner
and Here http://malwarebytes.org/
Easiest solution would be to disconnect and reconnect mouse and reboot. If this does not work, try another mouse to see if the problem is the mouse or the computer.
Could you please let me know do you have administrator password, by rebooting the computer in safe mode (F8 Key at logo appear). If yes then revert quickly.. so that we can figure it out....
OR
Try This..
Warning
If
you use an administrator account to reset the password, you will
permanently lose access to any e‑mail messages or encrypted files that
are on that account.
Note
These steps cannot be completed on Windows Vista Starter, Windows Vista Home Basic, and Windows Vista Home Premium.
Log on to the administrator account that you will use to reset the forgotten password.
Open Local Users and Groups by clicking the Start button , typing lusrmgr.msc into the Search box, and then pressing ENTER. If you are prompted for an administrator password or confirmation, type the password or provide confirmation.
Double-click Local Users and Groups, and then click Users.
Right-click the account that you need to reset the password for, and then click Set Password.
Not sure about the blue, but it sounds like the black screen problem others are having all over then net. Here was my two cents on it so far....
There is a very good chance if you are using a external mouse instead of the touch pad, that is what is causing it. Problem is, I am still looking into why and do not know of a fix yet.
I have the very same laptop and mine worked just fine with a external mouse up until I formated it. Now just like the many other owners, my mouse freezes and and then seconds later the screen goes black. It doesn't however when the external mouse in not pluged in.
I would have to assume this is due to something not being installed right during the windows installation. As I said, mine worked fine until the format. Until I find out what is causing this error to happen, my best advise is not to use a mouse, just use the touch pad.
It's kind of a pain lol, I had gotten so use to the mouse. I kept reaching for it even after I unplugged it. I had to take it off my desk so I would use the touch pad lol.
Put a new mouse on it. and set it up as it boots up. if you don't like that mouse put the old one back on. it worked great for me, Hope it does for you.
