there's a contradition there. VGA card ok but no display.
What tells you that VGA card is ok ?
Now if you said , I can go into SAFE mode in my windows but not in regular windows, I would say you may have a driver problem.
Look at your card and write all the info you can find then, google it, and find drivers and do this in safe mode. after installin drivers try to reboot in normal windows
