could be a bad humidistat or a bad PTC relay on the compressor, check for voltage going to compressor, and check neutral continuity, if there is both then you have a bad compressor, check warranty on comp replacement, if no voltage then the humidistat is probably bad

SOURCE: compressor does not start
When the compressor tries to start, but only hums and draws a lot of current, the problem is most likely either a bad compressor or a bad run capacitor.
On the Kenmore model 25357510790, the capacitor is a 20 microfarad, 370V oil-filled capacitor, I believe. If you can get one at a reasonable price (around $25-35), it might be worth trying.
If the compressor is bad, the dehumidifier is not economically repairable, if not in warranty. Unless you know someone in the repair business that would do it for you for just the cost of the compressor, that is. ;<)
Other, less likely, problems:
A bad connection (high resistance, say, greater than 2 ohms somewhere in the circuit, including a bad plug or receptacle).

these units are notorious for losing their refrigerant charge,if the compressor isn't running that is one reason why, have a gauge put on the system to see sealed system pressures otherwise the low-pressure switch could be bad,you can test this with a continuity meter

The compressor will not start when it is hot or it is no longer bleeding the pressure off fast enough on the high side of the refrigeration system and it cannot start under the load. The start relay and capacitor could also be bad...that would give the same symptoms...
