After reading your rant I couldn't help but answer your misguided reasoning. 1st this site has the best troubleshooters you will ever find, I know because I have seen their posts. 2nd it does not mean that it is a horizontal problem. Obviously you do not understand the digital TVs of today. In the past I might agree with you but now it is more than likely a control or A/D problem. 3rd You would not be able to troubleshoot the board and would have to replace one or possibly more anyway. 4th. Doesn't sound like you could do that.
By the way. This advise is free. You get better service if you don't put the guy down that is trying to help you.

This is a horizontal Width problem, usually caused by a lack of drive voltage to the screen. usually because of a power supply fault, or a faulty component in this drive circuitry. There is no realistic "Home Fix".
So, it is nearly always my professional opinion that one should always get a "Quote" from the manufacturers recommended service center, Toshiba in your case, please contact a local or head office and ask for a referral to an Authorised service center. I cannot stress how important that last point is. It is even worth the cost of shipping. You see an authorised service agent, will have trained staff, trained on their brand, also they have first hand access to parts, original parts. This will actually save you money and ensure you can actually get it back fixed. Of course asking for a "Quote" also gives on the option of repair or replace.

I think you may be speaking about the aspect ratios on the Tv
What model TV do you have??? I can further explain how to change the ratios to fit the TV better and make the picture fit while keeping the content looks good.
Also, what kind of connection do you use and what kind of feed??(HD or normal digital)
