If i remember correctly, under each drive wheel, there is a small gear, and under each gear there is a small metal rod that is what the transmission uses to propel the mower...it sounds like the rods either have dirt on them or they are just stuck and can not move to allow you to pull it backwards

You have dirt and/or moisture in your carburetor float bowl. Remove the bowl, clean it out, remove the main jet and clean it out and you should be good to go

It could also be overfilled with oil. I am working on one right now that someone overfilled with oil and all it does is chug and miss every other stroke making it an 8 stroke.lol. the filter is soaking wet with gas and oil I bet it runs fine soon as the air filter is removed.
