Dell xp will not boot and has lines across the screen

I would say your Graphics Adapter is gone. Have you removed the HDD and tested it? Has it been Cleaned? Fan? vents? Heatsink? Overheating? If the graphics adapter is gone it's a death sentence in a laptop. You can try replacing the Thermal Paste and cleaning the Laptop out. But it may be to late.

take the radiators off use tim thermal compound cleaner then dissasemble the fan and take out the dast particals.then blow the radiator out with electric solvent cleaner so nothing gonna remain between the plates.then assemble the fan back and apply new thermal compound just on those parts where was.leave the silicon pads.if they are broken or old you have to replace them.
usually the latest hp laptops having problem with bearing they just dry out i use wd40.you need just one drop in the right place.

Pc suddenly powers off

that can be meaning if the processor is Not Supported with your motherboard,or the New Processor is not in good condition (can be Over Heat or damage).
Processor over heat or damage can be because the HEAT SINK (white or grey pasta at the top of processor) is not enaugh to cooling the processor or,the fan Proseccor is Dirty.

I have an HP DC7900 and it keeps on rebooting its self what could the problem be?

Most likely hardware related reason is thermal overload. The CPU is getting too hot or the cpu fan has failed. The computer shuts down to prevent damage and reboots as it cools.
You can check this by feeling the heatsink area and if it is getting very hot that is the problem, also see that the fan is spinning.

Other problems can include ram going bad (you might see an error message with STOP 000000XXXXX000ED1 or something like that).

By far the bast way to see what is causing the problem is to post a new message in the event log, you can do this by

Go to RUN and type eventvwr, this will show you what happened prior to the reboot. Post the findings in a new post and I or someone will help you further

CPU fan error at boot.. Spin fan manually at power up and it works. Why is this? Fan continues to run just fine until computer is powered down

The fan needs to be replaced. When you provide the "umph" to start the fan, it is able to continue by itself. The exposure to heat and the accumulation of dust and dirt has begun to interfere with its ability to start from a stopped position.

The fan should be replaced with an identical fan - preferably from a new CPU heat sink. Do not replace the entire heat sink unless you are prepared to clean the CPU and apply new thermal grease, etc. It is far easier (and probably just as good) to replace the fan only by removing both the old and new fans and swapping out.

Eventually, starting the fan by hand will no longer allow the fan to run by itself. It is better to make the repair now than have the fan fail and cause the CPU to over heat - possibly catastrophically.

Good luck!

Lenovo ThinkPad X300 - how to replace the fan

The CPU fan? (the one infront of the processor?)
Standard CPU fans have clips, most of them have instructions on motherboards handbook.
You may try putting some thermal compound @ the surface of the processor, the reason why your computer turns off after boot up is that it the processor overheats.
Thermal compound is cheap, another fan will cost you more (and of course buying a new fan will require you to also buy a thermal compound so you would have something to put after removing the old fan)
