You may have a bad connection. You could try taking the keyboard off and unplugging it, then plugging it back in.
If that doesn't work try using a usb keyboard and see if you're able to type. If you can type, try changing the laptop's keyboard, and if you can't type you may have a currupted OS.
If none of these are the problem, you have a bad keyboard port on your motherboard.

Since you don't mention your operating system, I'll just try to help generically. In the Control Panel, find where your keyboard icon is and open it. Somewhere in the contents of the windows opened by different tabs, you should see an opportunity to reset your keyboard to its "defaul settings". I'd recommend that.
Many Dell's have what are called "'sticky keys" where if you do a certain number of keystrokes repeatedly, the laptop thinks you want to change a certain key to do a different command.
If this doesn't solve your issue, it's possible that a short of some kind has wires activating commands they should not. If that is the case, there may not be a less expensive nor easier to replace keyboard than on a Dell.

There isn't a hotkey to unlock a hard drive. It's locked from within the BIOS.
When you boot the computer you should see a message saying Press " key " for setup.
Inside there is where the hard drive password is set.
