Right now the 5vdc standby power supply is working but not the rest, you will have to do in-depth troubleshooting to find the problem, it can be the power supply module or the backlight inverter board shorted out that causes the power supply to go into shutdown mode.
If you are going to DIY and have proper tools, electronics knowledge, and know safety precaution then please read on:

Power Button will not turn blue

Without knowing what TV you have, it's unlikely anyone will be able to answer your question.

This is a long shot, but an electrical surge may have caused the TV to put itself into protection mode. Unplug the power cord from the TV completely, then press and hold the power button for 30 seconds. Now let the TV remain unplugged for another minute or two. Now plug the power cord back in and see if the TV will turn on like normal. If it's just in protection mode, the instructions I just gave will return most TVs to normal operation (but it's s big IF).

Hi Gerard,
3 flashes of the led light on most KDL series is a power supply malfunction. To confirm the error code, lets access the self diagnostic screen by following the steps below.

Unplug the unit from the outlet for 30 minutes and then plug it back in and check if the symptoms remain the same. Wait until the led light stops from flashing and then press in rapid sequence the "Display", "Channel 5", "Volume (-)", "Power" button key on the remote control. Self diagnostic screen will be display. Let me know the result.

When I turn on the TV the blue indicator light comes on but there is no display, then the blue light starts blinking.

The following steps should be able to correct the problem:
1) Unplug the TV or remove AC power from the TV
2) Count to ten and then plug in the TV
3) Locate the [Menu], [VOL-] and [Power] button on the TV’s side panel
4) Using the buttons on the TV’s Side Panel, press and hold both the [Menu] and [VOL-] buttons.
5) While holding those buttons, press and release the [Power] button one time and count to 3 before releasing the [Menu] and [VOL-] buttons.
6) The TV’s lower left Blue Power LED will come ON.
7) Wait 30 seconds. Confirm that the blue LED on the Lower Left of the TV (not the iPod dock for iPod models) has remained ON during this time.
8) Press the [Mute] button on the TV remote twice
9) Unplug the TV or remove AC power
10) Count to ten and plug the TV in
11) The TV power should automatically come ON and the blue power LED with be ON
12) Wait 40 seconds and the TV picture should appear
13) You can now continue using your TV.
14) If the picture does not appear, power on the TV manually:
· If the LED begins flashing, unplug and power ON a second time.
· If the LED begins flashing again, power ON the TV without unplugging
If the LED begins flashing again, contact us directly by phone to obtain a local authorized service center for you.
If the TV does power on, please reply back with the software version number for us to research this issue. Please follow these steps to obtain the software version number:

1) Press the [Menu] button on the remote control.
2) Using the arrow keys in the center of the remote, scroll over to the "settings" menu and select the [OK] button on the remote
3) Scroll down to "system info" and select [OK] button on the remote

I bought a rca universal remote, how do i program it to my apex tv?

Try the below i hope it helps I don't have the codes, however I can tell you how to find the code on your remote without pressing any numbers! Hold the code search button until the red light on the remote remains on. Then, press "TV". After this, point the remote at your television and press the power or on/off button over and over again SLOWLY (one time every second) until the TV turns off. DO NOT PRESS THE POWER BUTTON AFTER THE TV TURNS OFF!!! Once it does, press the "enter" button on the remote. Then, the remote should work on the TV. 100% 1 Vote
