If the floor head has suction and the wand does not, or vice-versa, the white cylinder you are referring to diverts the suction between the floor head and wand. If the flimsy plastic switch used to turn the cylinder is broken, you may need a new under carriage or just set the cylinder to wand or floor manually and use it as a one dimension cleaner. Depending on your ability, perhaps the switch can be purchases and replaced by a DIYer, but the job looks moderately difficult.

click on the parts icon and they offer instruction manuals. I dropped the plug on the floor and it broke into two pieces. So while ordering a replacement part, I noticed they offered an instructional manual at the bottom of my order.
The only place oil can be coming from is the transmission. If left as is, leaking oil will eventually result in full transmission failure. Yes, you can replace the transmission, but the repair is costly and moderately difficult. I'd save the expense and put the money toward a new machine. Please don't bother rating this solution as anything but a FixYa will drop my rating.
