Question about Washing Machines
Check the tube that goes to the soap tray. It may be plugged or have a buildup of dried soap. If the hose is clear, follow the hose to the pump. Make sure pump is getting power with a voltmeter, if it is, test the pump itself with an ohmmeter.

The washer can shake (some time very much) on the spin cycle (with a clothes inside) if it's out of balance. In such case it'll never go on full speed.
If it happens, you have to open the lid and redistribute the load.
Even the motor has two speeds, there is no separate speed switch on the control panel and you not able to choose the high speed for any cycle.
It will spin on the high speed only when the "regular" cycle used.
All other cycles will provide only low speed for the spin.
Also if there is too much suds, the washer will never drain completely.
You probably have a worn clutch and bad brake shoes, or something in the tub.
Shine a bright lite in the tub and look for something. If ok, pull the outer cover of the washer and pull the pump and motor out. Turn the coupler clockwise till the spin basket starts to turn. If very hard to turn the coupler, you have dragging brake shoes or a bad lint filter under the spin basket.
