I had this problem as well. I checked out a bunch of sites like this to find an answer, but everyone had a different solution. My girlfriend however saw that one post said something about removing their surround sound speakers from next to the TV. I insisted that this would not work, but she made me take the sub woofer that was about 10 inches under the TV in the entertainment center. To my surprise within 30 minutes it cleared up and had been fine since.Hope this helps some of you, and saves some hassle and money.

Well, the problem has resurfaced already. When i noticed it again i
thought back to the day i took the speakers away and remembered that we
had tried another solution prior to that. I had read somewhere else
that it could possibly be some circuit board that wasn't
getting enough power so we plugged it directly into the wall socket
rather than the surge protection 10 way that nearly everything in the
entertainment center is plugged into. Since the problem came back i
figure it wasn't the speakers at all rather than the fact that it
wasn't getting enough juice due to all the other things plugged into
the 10 way drawing power from the same socket. I plugged the TV
directly into the wall socket today and more fuzzy picture,
well it took a minute or two. If the problem reoccurs ill try to find
another solution and post it. Hope this helps those who have no luck
    with the speaker solution.

This is normaly due to the focus bias volts being out of spec, and slowly drifting in to specs. This type of fault is usualy in the high voltage multiplier section that supplies the focus voltage, or in the focus circuit on the the CRT circuit board.

There is also a possiblity that the CRT is going weak, and it is taking some time for its emission to come up.

The TV service tech can do some tests to determine whre the fault actualy is.

Depending on the age, manufacture, and model of the set, would determine the price and availability for parts. If the CRT is the fault, then the set would not be worth to service.

Picture comes out blurry and there appears a hand that appears to be shaking in the top left hand corner of the picture screen

Hand shake means shutter speed is too low to avoid blurred picture(due to low light)
Either increase lighting or
Use flash and turn it on or use higher ISO setting or
Use lowest aperture number.
Last when there is nothing moving in the frame you can use tripod at any P.A.S settings in any lighting

Blurry picture

Make sure the lens is clean
Some webcams have a focus ring around the lens you can rotate to sharpen the image - like a telescope.
Others rely on software and you set the focal length for the best picture.

Look inside behind where the carriage is, the plastic strip behind the carriage probably has an ink or grease spot right where you see the blurred letters. Wipe that strip carefully with a Q-tip moist with alcohol, and the blurs should go away...
