if you can get an external cd/dvd drive from a friend, then you could solve the problem.
other solutions would mean that you will reinstall windows again. This takes more time and has a few tricks to be done from a flash drive.

Put the original setup CD-ROM into your CD-drive.
Restart the computer.
Tell it to "boot" from the disk in the CD-drive.
Choose "repair an existing Windows installation",
and let it fix the problem.
Remove the CD-ROM disk.
Restart your (repaired) computer.

Get your windows restore cd (it's probably in your box) and boot to it. You may need to enter the boot selection menu and select "Boot from CD-ROM drive". It should then prompt you to press any key to boot from the cd, which you should do. Just follow the prompts, wait for the disc to load, and then press "r" for recovery when you are prompted.
The system folder does not delete itself, so run a virus scan as soon as you restore your computer.

Theres a corrupt file already in your system and needs to reformat and setup, this is the best solution for this one because this can be a cause of virus, even with the recovery cd the virus will still function so the best thing to do is to format and setup it again:
heres how to do the setup:
1. insert the windows XP, VIsta or 7 CD
2. upon turning on the laptop, wait for the press any key to boot from CD, then press any key.
3. the setup will now open, follow the steps of the setup afterfards.
if your laptop first boot is not the CD then enter the bios setup by pressing F2 or Del when powering ON the laptop then goto to Boot Device priority menu. set the first boot to be the CD or DVD Rom.
