Try pulling out the choke a little, if it stops backfiring the mixture is too lean, check the intake
pipes at the cyl head and also the plastic runners to the carb for leaks.

That sounds like a fuel supply problem, anywhere from the tank into the carb. Check that the tank is clean and that all the fuel lines and passages are clear. You can confirm this by spraying quick start into the intake and seeing if the engine will continue running while the quick start is sprayed into the engine.

Check your oil.
If it is overfilled, milky, or smells like gas. Your going to need to change that ASAP. It sounds like the float has stuck in the past or is still sticking, and it has flooded the crankcase with gas, which has mixed with the oil. And because it is overfilled it comes through the breather hose into the carb. This also explains the smoke most probably because the oil is spewing in the carb through the breather and being burned.

1. Set No. 1 cylinder at 1/4" (6.4mm) past TDC, compression
a. Adjust valves and check, Fig. 17.
Valve Clearance (cold) IN and EX .005" (0.13 mm)
b. Torque adjusting screws and jam nuts to 60 in. lbs.
2. Set No. 2 cylinder at TDC, compression stroke.
a. Repeat for No. 2 cylinder.
