Send Amazon Customer Service Rep an e-mail about your billing concerns. They are quite prompt in responding to you. It happen to me in the past and it turned out they charged me for 'Amazon Prime' which I did not subscribe to. The charges were reversed.

Contact PayPal. The 402 number is a phone number for PayPal. The charge is for something paid by PayPal. Remember way back when, when you signed up for Paypal, and you had to provide a bank account or credit card as a backup billing method? That's what that charge could be. Maybe it is Paypal using your backup billing method to cover the shortfall because you don't have enough in your Paypal account or bank account. If the charge is fraudulent, dispute immediately with both PayPal and your bank issuing the credit card.

You need to transfer funds from your bank account to your PayPal account.
E-bay doesn't directly access your bank account.

Your Paypal account can be linked to bank accounts and credit cards. Sign up for Paypal or click on the Paypal "Pay now" link from the vendor you bought from and it will help you from there.
They dont mail you a bill.
