This is more then likely caused by the compressor motor being shorted.

My wine cellar is not cooling down at all, the fan is running and it blows air in the inside also but never cools down

You should lay the bottles on their sides. This is not just for keeping the corks moist, although that is also very important (and anything worth cellaring for an extended period of time will have a classic cork closure.) Laying the bottles on their side, while keeping the cork moist, will also allow all sediment that settles out of mixture within the wine to be collected along the side facing the ground. When you remove the bottle, keep that side down and decant it to remove the sediment before drinking.

Also, make sure the humidity in the basement is appropriate for wine storage. It should be approximately 70%. If more, it can mold the corks and spoil your investment (and, more importantly, your drinking!) https://bestsleepersofabed.com/cheap-sleeper-sofa-beds

My power supply keep on blowing fuse. I tried replacing fuse twice and immediately blown when plugin power. What could be the reason?

A dead short is more than likely. Potentially a shorted out compressor or wire pinched or a bad control board. I'd check the compressor terminals to ground, any motors to ground. With and without the wires hooked up to them. If the compressor or fan motors are grounded out it could cause that symptom. If you test them with the wires hooked up it will tell you if the wiring is shorted to ground.

blown fuse in back panel, there are two of them, one you can see, one is in black shrink rap, this is probably problem fuse. It was on my unit and had to cut away the shrink rap and solder in new fuse. Found the problem fuse in top left of panel in back of unit, hope this helps.

Fan doesn't work on oster wine cellar

First question, do you have power to the unit and the cooling fan is not working? If this is the problem then sounds like one of the two fuses in back panel has burnt out.

It is normal. The goofy thing about this wine cellar is that once the ambient temperature is above 70 degrees - which is actually a low room temperature - the fan works constantly. You would have to make sure the wine cellar is in an area that stays below 68 degrees (brrrr) for it to shut off sometimes.
