Sounds like the pump is plugged.
You either need to clean it or replace it...

How can you tell if the waste pipe is blocked on a saniflow toile

Yes the bowl will be slow to empty. Try squeezing the white discharge hose as the unit operates, if there is a blockage then this hose will be hard to squeeze. If hose is soft then blockage could be in the toilet pan U-bend in which case fill bowl with very hot water and leave to soften the toilet paper.

assuming it's not someone splashing, check that the waste outlet is not rotating & is tight
check the overflow outlet as above
remove bath side panel and check waste trap & waste pipe from it. check that all joints are firmly together - push joints, twist and push in - knurled nut joints tighten, these joints have a washer which may be cracked or not properly in place - two washers where it joins to a pipe
if it's this area then there will be water drips on the lowest parts
make sure all joints are clean before reassemble - petrolium jelly helps to lubricate the joints to refit

Check your waste pipe roof vent.

If it is not free (of dead animals leaves etc) - it creates a suction - rather than a drain in your pipe.

Install bathtub without existing drain

it is generally not allowed under the water regs to discharge waste water into anything other than a drain.I would suggest you install a discharge pump, typically the saniflow type which will allow you to run the waste across the room and discharge the waste into the vanity basin drainage.Should you choose to install this be aware of the waste pipe configurations shown by the instructions

Water doesn't empty out after wash.

Does the waster water line leading from the dishwasher to the garbage disposal exit the dishwasher upward to the bottom of the cabinet top, before going downward to the disposal? The hose cannot be laying horizontal or on the floor, and at some point, must loop at least 6 inches higher than the dishwasher.

Check that there are no blockages on inlet screens to the pump. Look closely, and don't give up until you can see the pump impeller or the end of it.

Water will not empty

you either have a blockage in the filter or you pump is not working.
how to check is diconnect the waste pipe and lower it to ground level if the water does not empty then its a blockage. if it empties then its the pump.
other things it can be is a blockage where the waste pipe is connected or a loose wire to the pump..

Washer takes in water and immediately drains it out

See that there is enought pressure from your inlet pipe into the machine, maybe someone closed the wall valve. Plug off the wall socket. Check the filters on both sides of this pipe, clean out. Also clean the inlet into machine.

You said the washer will not fill, but is it coming in, the water that is. If this is the case, your outlet pipe from the bottom of the machine is at the wrong height, it should be at about 3 feet above the ground level; your pump pumps this waste water OVER this height. Check these out.
