I have a bear motherboard KT4V MS-6712 Ver:1.0. It doesn't have any of the header leads. Where can I get the service manual and what pins are power on/off and reset?

You can download the manual here: Msi Kt4v Ms-6712 Manual,
open the link and click on any of the shown continental area, like Europe, U.S., Asia, download will begin automatically, (note: i've selected the language for you "English").

The front panel connectors (power on/off and reset, etc..) should be somewhere at the bottom-right-corner of the motherboard, (refer the picture):

When you look at the indicated portion very carefully, you'll see the connectors like this (9 pins): 49654c3.jpg

Plug in the Connectors with the corresponding labels indicated as above.

If you have problem, let me know.

Good luck.

Thanks for using FixYa.
