I have a brand new laptop 2 days old it has flickered since opening box i figured maybe battery so ive charged it it still flickers and a pop up about moving heador somthing vibration and hard disk drive or somting

You have a defective alternator, that what is most likely causing the flickering light. A voltage output test will not reveal this.

i would suggest a different refresh rate. should be in display properties.

The alternator is old and tired, having a hard time keeping up with the task of running all the elecrtricals AND charging the battery. If you put a voltmeter on it with the engine running, it would show the alternator's output at the low end of acceptable performance. Have it tested to be sure.

how old is your laptop?

If you don't get the flickering lights when you try to boot up with the AC adapter hooked up but no battery, it sounds like the problem is most likely a bad power adapter. Your battery is dead, and that's why you get the flickering lights, but the AC adapter is bad so you can't use it to power the laptop or charge the battery.

You can typically get a new adapter for $20 or so, or maybe even cheaper on eBay.

Problems sounds like a damaged power pin from pulling or jerking on the AC cable. I use a Cable Retention Device like the one in this video to keep from hurting the pin.
