Question about Briggs & Stratton Briggs Stratton Intek V - Twin Vertical Ohv Engine with Electric Start 22 Hp, 1" X 3 5/32" Shaft, ModelNo. 44K777 - 0027 - E1
Might seem silly, but one problem I run across every now and then is someone overfills the oil in their small engine equipment. This can cause the compression to be so high that it can't even crank. Or if it does start, it will smoke, spit oil out the exhaust, run erratically and make a mess.

If it is the same as some other briggs engines, check the valve clearances. Some of these have a compression release lobe on the cam at low RPM that assist in starting. If the valves are even a little out of adjustment, then they dont release and you have a hard to crank situation.

Could be timing but also could be the compression release isn't working. I'd download a manual from the Briggs & Sratton web site http://www.briggsandstratton.com/maint_repair/manual_and_more/
