I believe this unit does not have a standing pilot light and lights each time? Have you reinstalled all doors back into the heater? It sounds like the main burner is blowing the pilot off the thermocouple. You might try replacing the thermocouple. What color is flame? Should be clear blue.
Pilot is burning so thermocouple is good, and sitting in pilot flame.
Pilot flame should be clear blue.
Otherwise clean burner parts.

Is water at tank hot??
If burner is not turning on, the gas control thermostat is probably bad.

Pilot light will not stay lit on GE 40 gal. gas water heater tank

You have tank-type gas water heater:
Gas water heaters need working thermocouple, adequate incoming fresh combustion air with no trace amounts of chemical, open vent to outside that drafts poison combustion product upward, clean burner tubes and combustion parts, correct gas pressure with no air in line, working gas control valve thermostat, no lockout condition such as tripped ECO caused by runaway heating and dirty combustion parts, and no lockout condition such as exposure to flammable vapors.

I have a Reliance water heater - 40 gal Model

In my first 15 years as a plumber I never saw a pilot light issue on a gas WH that a new thermocouple didn't fix. Since the government mandated a redesign of the fire box, I've seen three that nothing ever fixed - two Whirlpools and one (my usually ultrareliable) AO Smith - including replacing the entire burner assembly and the regulator. And I've heard of many others.

Check the thermocouple connection for tight. (Don't strip.. threaded soft metals.)
Check the microvents on the bottom ? of the burn box for dust, even if it is new.
Call Reliant and demand new units until you get one that works.
Try another model. Consider a 52gal electric.

I've always recommended gas over electric, and AO Smith and Rheem were my recommendations (and "Reliants" were "lumber yard" water heaters. Sorry.)

Since the mandated redesigns, I don't really have a "proven reliable" model to suggest. I increasingly believe the restricted air flow design is the ultimate culprit, including any changes to the thermocouple/regulator construct to accommodate the restricted air flow design. Just my hunch.

Offered for what its worth. -- plumber in Indiana.

PILOT LIGHT KEEPS GOING OUT.

If the pilot flame is weak, when the main burner is ignited, there can be enough 'whoosh' of air and gas to blow out the pilot. There may be a little of grit in the pilot valve jet hole restricting the flow, hence the weak flame. Try using a piece of fine wire to clear the obstruction. If that does not help the pilot jet will have to be unscrewed and cleaned with compressed air. Ensure the gas is turned off before attempting any maintenance.

Pilot won't stay lit

What color is the pilot flame? Yellow/orange or blue? Look at the tip of the thermocouple where the pilot flame is heating. It should be a smooth round tip. If the tip is partially burn't off or ridgid, replace the thermocouple. After the pilot is initially lit, does the burner come on too? Take a flashlight and look up inside the water heater above the burner. Do you see a lot of soot build-up? Light a match at the top of the water heater at the draft diverter (it attaches the venting to the water heater) and blow it out and see if the smoke gets sucked into the diverter or blown out. It should get sucked in. If not you may have vent blockage or soot build-up.

Natural gas hot water heater not stying lit

Probably a bad solenoid in the gas valve. Higher voltage of a new thermocouple keeps it open longer but it still fails over a period of time. Look into a new gas valve for the water heater.
