Question about Casio Exilim EX-V7 Digital Camera
Hi. This is a common issue for this model. Try torubleshooting first the issue before downloading the firmware.
Anti-shake only works in S-Mode or M-Mode and the speed must not be more than 4 seconds, which means the lighting must not be too dim.
If you have set it to the correct mode and lighting condition is not too dim, then you got to perform one more step - to set the anti-shake to on.
" In Record Mode, press Menu button
On Rec tab, select anti shake "
You will be given 3 options, Auto, Camera shake, Image blur.
Select Auto or Camera shake.

The error message "Camera stabilizer is not available" is displayed if the Camera shake unit is malfunctioning.
Turn off the camera and turn power back on a few times. If the error message appears again, your camera needs to be serviced by a trained service personnel.
