Hello,firstly you will have to take off the battery of the phone,after that is done you put it back in and try to power it on,if the problem still persist,you will have to flash the phone with the use of internet.and this can only be done by a mobile phone authorized repairer.but after that is done you will loose the datas you have on your phone.so kindly tell the repair man to help you back up your information or datas before the formation.
