Question about Dell Inspiron 6400 Notebook
Sounds like a complete motherboard failure with a lot of other problems.
if you remove the HDD ( turn the machine over. 2 screws on the right.slide drive out ) and mount it in an external caddy you should be able to use another machine to access the drive and probably get most data off it.

I THINK you need check your battery
to get a battery from your friends, and try to restart your laptop
