Sounds like a strip down of the fan and lubricate the bearings with sewing machine or thin cycle oil will do the trick.

did it happen just after an update or other software installation? If so, try uninstalling that software. Otherwise right click to get ur system properties and check to see if you might have experienced a sudden loss of physical memory (RAM)

Speed reduced suddenly


Try to check the fan first. Oftentimes, the speed variation is a manifestation that the fan has accumulated to much dust. Clean it. If the problem persist try replacing it. The lack of proper ventilation inside the machine could hamper its normal routine thus slowing down the system.
