The f11 is for recovery the os, this recovery is from a hdd partition created by factory, as soon you format the hdd (installing operating system) you no longer have access to that partition. It was deleted.

Vista has notoriously bad driver support and in some cases may even attempt updating firmware that if it fails can kill your machine. I haven't even seen a Packard Bell in years, but apparently they just stopped selling them in the US. Regardless, on any other machine (I'm assuming it has standard hardware) I would ideally upgrade to either windows 7 or downgrade to XP. In lieu of that, I would try and roll back the firmware of your barcode scanner to an older version or update it and the driver to the newest version from the manufacturer website instead of using what Vista pulled from MS update.
