No problem administration page can be accessed by resetting the router to default settings.
This can be done by holding the reset button in router for 10 sec.
After reset connect the router & pc via ethernet cable.
Then type in the browser for http://192.168.0.1 or http://192.168.1.1.
Check your manual for login username & password. Mostly this will be admin & admin or admin & password.
Note: Router admin page ip, login username, password will differ according the manufacturer
Do as above to get access to admin page

Disconnect your modem from router, or turn off your modem from router...
Now try to open...
because the router admin page will be built inside the router itself... so you never require internet connection to be ON for opening the router admin page...
