Question about LG Televison & Video
Do you have an uninterruptible power supply (UPS) of an appropriate size attached to the TV? Is the battery/charger still good on the UPS. How stable is your incoming power? (Are any other devices/lights blinking off?)
I once lived in an area that had frequent power failures due to a line problem - improperly backfilled underground utilities.
If your incoming power is stable, then I suspect the TV's power supply or components are failing. Without the model of the TV I can't make many suggestions. If the TV is out of warranty, open up the unit and remove the shielding. Look for obvious damage to the boards - bulging or leaking capacitors, scorch marks, soot, etc.
shopjimmy.com sells reclaimed parts, including power supplies for many LG TVs. (These are parts taken out of TVs that were damaged in shipping and were only run during quality control testing.)
I hope this helps.
(capacitors are cylinders on a tripod.)

Thanks for using FixYa. Assuming this as a plasma TV, hope your know that a plasma TV is a very hard working device. It is working harder than any TV that has been built before, and as a result it produces a lot of heat. 75% of technical problems in plasma TV's are caused by overheating problems. You’ll need to open the back of the unit and check the power supply board first for any swollen/bulged capacitors. As power supply board is the hardest working board in a plasma TV, it develops voltage to supply all components, high current + high voltage. All this is only recommended to be done by someone with electrical expertise. Please do accept the solution if the issue is resolved or post a comment for further assistance.
