This evening, my Dell Inspiron 1521 laptop started making noise from the cooling fan area. What does this mean? Does it need to be replaced?

It could. First thing you should do though is clean the fans out with some compressed air.

Make sure the laptop is off and you're outside. I usually use two cans at once for best results. If you still get weird noises especially screeching then the bearings are going out and you can either grease up the old fan (band-aid fix) or swap it out with a new one.

Hope this info helps and best of luck!

How to replace bad cooling fan on dell inspiron 1521 laptop

Replacing the fan is easy, once you remove the drives, the panels from the bottom, etc. Remove the keyboard and unscrew the frame. then the laptop clicks apart. The fan can be removed replaced.

While you can replace the fan fairly easily, they are expensive if you have to buy one from DELL. You might be able to substitute one from another laptop however.

The problem on the Dell Inspiron though is not the fan, but the design. It does not dissipate heat well, cycling heat poorly throughout the casing and ultimately over the drive before exiting from a primary vent on the side which needs to be higher to get good air flow. The air gets so hot and dirty that it eventually clogs up the fan and over heats the drive.

As a matter of fact, even when the fan is running normally the drive often fails anyway right around the two year mark. My last two companies have bought these and you can almost set your watch by the drive failures.

The solution, is a $5 cooling tray like cooks use for cookies. The metal grill will lift the laptop about 1.5 inches off the surface your working on and allow air to move freely in and out of the vent on the side.

Should I expect that Thermal-Cooling Assembly is always cold or warm? It's hot when I opened inspiron 1521 which is hanging sometimes so i'm wondering if thats the reason

thermal cooling is supposed to keep the laptop nice and cool but if there is a problem with the motherboard putting out to much heat then a cooling unit won't help cause that would mean either the cpu fan is not working or the motherboard is bad cause it can't regulate the voltage going thru it.

Loud Fan won't stop

Your fan is most likely dirty. You can try getting a can of air and cleaning it out but most likely you will need a new fan.
