Hello there:
Yes the fan will always continue to run to allow for the air to be circulated in the freezer compartment
If this fan is not running
than this will need immediate attention to prevent further problems with the appliance ok
Hope this is very helpful for you
Best regards mike

Is the fan supposed to run all the time?

I would leave it alone. IT gets cold that is all that you can ask. The fan could be stuck on because of a switch issue.

Refrigertor not cooling but freezer working

your temp control fan has probibly gone out. The way you find out is to find the fan which should be located near the temp control switch behind a plastic vent. If this fan is out there will be cooling in the freezer but not in the fridge. Also, if you open that area and find a large chunk of ice you defroster rod has gone out. Would recommedn replacing both at that time. Get model and serial number of unit and take to an appliance parts house they can assist you in the right part and any type of installation problems. Good Luck

Refrigerator/Freezer not cooling

check freezer for frost build up and if fan blowing, check condenser make sure clean, and fan blowing, by compressor Make sure compressor is running and not shutting off on overload.. u said comp. hot.. should be warm... Not hot check vents in refrig. make sure no blockage, freezer control should be in the middle setting, you can try turning that to Warmer freezer allowing MORE air to refrigertor side.
