What is wrong when AC Adapter is beeping continuously, and does not recharge laptop battery?

The adapter's Syscon detects a short circuit. It might be within the adapter itself; or with your system. Contact the authorized service centre in this case. If you have an other adapter, load it with. By this way, you can get an idea about the faulty unit. Electro help

NEC Versa p8210 Laptop Power Shut down fault

The beeping ounds like overheating, assume you cleaned out the laptop cpu fan and heat sink when you had it apart?
The shorting issue that you refer to, indicates that there is an internal fault in the circuit that carries the DC power to the board. I would dismantle the laptop and try to power it on on an insulated bench, to see if you can spot any arcing as the Adaptor is plugged in. Check the board and look for the inline ceramic fuse, use a multimeter set to the OHMS scale and test the integrity of the fuse to see if it is carrying a current (battery out and unplugged from mains obviously). Then look to see if there are any blown or burned capacitors and resistors on the board or any burned circuit traces.
Also try a different adaptor and check the output voltage of the old one

Compac laptop nc6000 tries to start up then shuts

For all troubleshooting, make sure the laptop is connected to the DC power cable rather than running off the battery.
are you getting any beeps? if not, it's probably bad system board or cpu. if you are getting beeps, then that beep code will usually give a clue as to the failing hardware.

Beeping then shuts down.

Hi Speedport!

This isn't something as simple as a dead / broken / malfuctioning battery is it ? Try removing your battery, plugging the laptop into the mains and running it idle. The Bios update you found may have been a coincedence...

Ya its a computer they are built to fail =). 1 beep is usually a normal sign. when you start hearing more then 1 beep then I might worry.
