Can the 4x8 splitter be used as a 2x4 or 3x6?

You do not have to use all connections on a splitter.
Simple splitters don't have "inputs" vs "outputs".
This one might; One input may have two outputs.
Work from left to right or vice versa. The internal wiring will be simple, the left most input should connect to the two left most outputs. (and so on)

How to connect my TVs to Bose audio system?

Connecting your television to your Bose will create an entertainment experience like no other. Combining the two will make an excellent overall entertainment system.
1)Unplug Bose system and your television set before connecting the two. Unplugging the electronic devices prevents the risk of a shock.
2)Plug the RCA cable into the back of the television. Plug the cable into the two stereo output which has small holes in the middle. Output jacks located in the middle on most standard television. The tips of the cable will go into each output jack.
3)Connect the other end of the cable to the Bose audio system. Insert the tips of the cable into the Bose's "AUX IN" jacks that are located on the left of the Bose system.
4)Plug the devices back in to ensure that they are working. Place the Bose next to the television screen, so it appears as the audio is coming from the TV.

WinTV-HVR-1600 Tuner card to DishNetwork receiver

Yes, but what it can connect to depends on what Dish DVR you have. The newer, HD ones only have HDMI, S-Video, and that 5-split coax as outputs for the main TV since you only get these box's if you have and HDTV.

This is because regular old coaxial is no longer good enough for them. This means you must connect the newer DVR's to the S-Video input on the Hauppauge1600 since it is the only input to the card the Dish DVR supports.

If your DVR is older and has the coax out, you can use that and connect it to the Hauppauge analog input.

Video output from VHS recorder

does your television have multiple scart connectors? Sometimes some models have only 1 connector that will accept RGB signals... Another thing you can check are VCR settings - scart component video output is not "official" and hence you might need to look at some of the setting if you need to enable it. Another possibility is that your scart cable may not have your rgb signals connected (based on wikipedia reference: "not all SCART cables make use of all the pins, often leaving out RGB signals. In many cases there is also no way to see which type of signal that is currently displayed on the TV set."
