Alright, so I'm an inexperienced 16 year old, but my grandfather's camera had the same problem. after looking at the card and the internal card slot in the camera and trying a few other suggestions I've found, none of which worked, I tried something new. For the card to be unlocked, the small tab on the side must remain in the down (towards the gold plates) position. The problem you are most likely having is this: when you put the memory card into the camera, the tab is being pushed to the up (lock) position. Try putting the tab down and sliding the card into the the card slot in the camera once or twice to see if it pushed back into the up position. If it is, then this is what you need to do..
Step 1) Take the memory card out of the camera.
Step 2) Slide the small (usually grey) tab into the down position.
Step 3) Take a paperclip and cut off a small section of it 1/8 inch long.
Step 4) Place this small piece of paperclip in the small space behind the tab on the memory card, so that the tab cannot be slid into the lock position. (for the paperclip piece to stay in place, you will need to hold the card in a sideways-upright position so that the paperclip's position is maintained by the card.)
Step 5) Carefully slide the memory card into the camera so that the paperclip stays in position behind the tab.
Step 6) Close the flap on the camera and turn on your camera.
That's it! I hope it works for you too!

If you have sandisk memory card there should be a little arrow pointing down with the word lock next to it. There is a grey tab on the side, if it is down, push it up. Now it should be unlocked.

I was having a problem, where when i loaded either my old or my new memory card it would still say "card locked!"... so i took my memory card and battery out, opened up a paper clip, got a flashlight and looked in the memory card slot to find where the "lock" on the actual memory card lined up in there. I then ran my paper clip gently down the side where i thought the "lock/unlock" sensor may be in the camera itself (because i figured it was a problem with the sensor in the camera since it was doing it on both memory cards), loaded my memory card back in, and voila! it worked! i was shocked!
