NETWORK UNLOCK CODE:
To unlock your mobile you need to get network unlock code(NUC) from current service provider via phone or go to service provider office.
While you get the Network unlock code ,the service provider customer care officer will ask for your personal details to check whether the mobile belongs to you only.If they are satisfied with your answers they will provide with the network unlock code.
RESTRICTION CODE:
To get restriction code you have to call your previous service provider. This code is provided to prevent in case of theft taken place the other person cannot use your phone in other networks.
While you get the restriction code ,the previous service provider customer care officer will ask for your personal details to check whether the mobile belongs to you only.If they are satisfied with your answers they will provide with the restriction code.
These codes are always free.DONOT pay money for these codes.The website which provides these codes are fake.DONOT trust them.

YES: after one year in most countries telecom providers are obligated to provide you with unlocking codes free if you call them. Sometimes if you are long term customer and you just call them they will also provide you your unlock codes.
However provider are NEVER able to provide you with 'unfreeze code', this code is needed if you have tried unlocking the phone before with bad software or entering wrong code more than 5 times. Providers just do not have these codes.
I'm not sure what you mean with 'restriction code' as this term doesn't even exists, yes some models show 'enter restriction code' but this is EXACTLY the same as unlock code. Just other way of asking it (such as Network unlock code / network unlock pin / sim lock code / sim lock pin etc etc)
And YES there are many many website on the internet that can provide these codes including the 'unfreeze code' which providers can not. There are some cheaters and fakers out there so YES be very careful. But most actually do provide the correct codes.
There are 2 general methods:
- unlock codes by provider (which never provide you with unfreeze code)
- Factory unlock codes (they come directly from database from Samsung itself!)
I've been working with Samsung / unlocking samsung / delivering unlock codes, developing software for direct unlock by cable and more for over 6 years! So I'm pretty sure that I know what I'm talking about.
