Remove from the power & Take the battery OUT, wait 5 mins. Now reinstall battery, power up to wall, Now hold your finger on the Power Button until it comes on. IF you get an error message about a "Restore point" simple ignore and continue. That should get you going. if it doesn't go after this then you may have a fault on the laptop.
