Well, your TV is still under warranty. That's the good part.
The only thing I can recommend without voiding the warranty is leaving the TV unplugged for 30min. That way, the TV can reset itself and hopefully correct the problem.
If that doesn't solve the problem, it's time to use the VIZIO warranty.
Here's contact info if you need it.

The signal board is bad. Replace this board, its the one with the rca jacks and rf connectors. Warranty work will cover this repair. As we say in Nebraska.......Getter Done!!!!!

A little WARNING!! .. don't open the TV because if you do that the warranty is gone.
Whenever you see a black horizontal bar on the flat panel screen TV, it usually means that the buffers in one of the Horizontal COF chips is dead, not soldered properly or got damaged mechanically during transport or something like that. COF chips are microchips made on the flat cable that are connected from the board to the LCD panel screen, and they lit up certain sectors of the screen. Every X buffer lits up pixels from specific locations in combination with Y buffers, depending on type of panel used in a device. and when one of the Y buffers die ... then the pixels receive only X buffers information and not Y and then the black bar appears with some weird noise dots on the edges or something like that. It is repairable, what you need is an SMD repair (rework) soldering station and an identical Buffer COF chip. Unfortunately this is not a quick fix if you don't have the appropriate equipment, so I would suggest using that extended warranty and get your TV serviced properly by the LCD repair man :)
...this is the COF chip.
... this is the hot air SMD soldering station
depending on the COF chip type, some of the chips are soldered and some are just connected through the flat connectors without soldering.
A little WARNING!! again .. don't open the TV because if you do that the warranty is gone.
