Hi Robert,
I'm not usually a Lawn Mower Expert, but I think I may have an answer for you. Assuming your craftsman rotary lawn mower is similar to this self propelled craftsman mower (they should have the same basic parts), this video should help!

The lawnmower won t start after pulling the start up cord . changed the spark plug it still won t start

try a touch of starting fluid right into the carburator by taking the air filter off. If it then starts but wont run or stay running, the reservoir below the carb should be removed to clean at and the pinhole in the intake tube above the bowl nut. This is the most common problem with lawnmower start problems, the pinhole can be unplugged with one wire from a wire brush. Be careful with the gas, at least pinch off the gas hose with a vise grips while removing the carb bowl.. Never use a droplight around gasoline.

You will have check the carburettor. If you cleaned the air filter, the carb.is right under it. Or if you follow the fuel pipe from the fuel tank it will run straight to the carb. Remove the round bowl at the base, it is held on with a small screw at the bottom. Clean this out and blow out the carb. with air. You may have to remove the whole carb. to clean it right. Good luck, Stephen.

Getting main blackcover off of Craftsman 48 volt electric mower model # 18A-188-799. Push flat head screwdriver thru one of four holes. press slightly down on black cover and pull slightly up. Continue one the other three. You are wanting to push the black part attached to the cover back and away from the white part holding the cover down. Picture shows black cover tab that you will push slightly back. in towards the mower. Also the other part of the plug attached to the lawnmower. Be careful not to stretch the meter wires when removing cover. They unplug from the meter.7d93cc1.jpg8bd0035.jpg

My craftsman rotary lawnmower wort start i changed the spark plug

a mower will hold 20 oz of oil. however most times it is changed you do not not get it all out. so only 16 oz is needed. if you overfilled the oil. this would cause hard starting. or did you have the mower tipped on it's side for to long, oil can sometimes seep past the piston out thru your intake valve and into your carb as well as destroy you air filter. you might get by with a new oil change and a carb cleaning.

also has this unit been sitting for a while does it have fresh gas. and No water in the tank/carb
