Take the uper cover fo the toilet. check for the chain, that chain goes to the balon with air that usualy goes up when water is filling in and stop the water.

so, check for that chain to be long enough (it can be regulated ussually). the problem relies that id the chain is too short the reservoir or tank of water cannot fill up to a 100% to siphoning fast enough.

I have both a dual flush and a conventional high eff. toilet. the water level on both are set on maximum. but the dual flush won't flush toilet paper in a single fluh. can i change out the complet

Why do you want to change it out just because it doesn't take paper out ? The problem is in your trap. Don't change it unless you just want to. I don't think you can change it over anyway due to design differences.

Water splashes out of toilet fbowel when flushed

Try lowering the float level. This will reduce the amount of water in the cistern and lower the pressure on the flapper so when you flush the water will not flow as fast into the bowl.

American standard toilet doesnt always flush, water swirls around

There is a clog in the line. A plunger usually solves this problem, but you have to use a toilet plunger. Your local hardware store will give you the right tool ($13). If the plunger doesn't work, you need a toilet auger (also called a closet auger), which you can buy for less than $20.

Water swirls but does not siphon

Hi,
A few things to check.....
Is enough water dropping... maybe the flapper is not working right or the tank is not filling properly..
Are the holes in the ring under the seat filled with ****??? or dirt???
Is the toilet vented properly??? maybe the vent is plugged... no air... no flush...
Is something stuck in the trap of the toilet so the water cannot get out quickly...use a toilet auger to check....
Drain pipe is plugged under toilet...

Besides making sure that your flapper is in good condition and the sealing surface is smooth and free of any nicks or rough spots adjust chain from flush handle to flapper so there is just enough length to let flapper fully close. If you run your fingernail over the sealing surface for the flapper you will be able to find any nicks that need smoothed out. You can do this by removing all water from the tank and drying off the flapper seat and then lightly sanding surface with 120 grit or finer sandpaper.
If the water in your area is very hard this will cause rapid deterioration of the flapper valve. Also if you have high mineral content in your water it can cause a build up in the siphon hole in the bowl which can cause erractic flushing. Often the water level in bowl will rise and swirl around until it slowly goes down. On some toilets this hole is visible and can be cleaned. On other toilets you cannot see it and then you need to clean with strong hydrochloric acid to dissolve build up. If you suspect this is part of your problem you need to get all water out of the bowl as you can. You don't need to shut water off to toilet to do this. You can use a plunger to force most of the water out then use a sponge to get the rest. I used a product called Sizzle that I purchased at plumbing wholesaler. Extreme caution is mandatory if you use this product.Follow direction and be careful.I never used C.L.R. but don't know why it wouldn't work.Hope this helps you and thanks.

Flush is weakening. Toilet paper won"t flush

Sorry to read about your problem, I hope this helps you out.

i dont think you have toilet issue,

Try this. take a large bucket, like a paint or home depot orange bucket. fill 1/2 way...
put some toilet paper in the toilet. Then pour the water in fast, and see how it flushes. it it does a easy flush then your drain is ok. if its slow, you have a drain issue and not the toilet.

if that the case, then goto the toilet, and clean out all of the little holes, that are around the unit.. where you see the water come out. they can be clogged up. a small type wire like a clothes hanger.

The siphon mechanism works on a vacuum principle. If there is the slightest damage to the siphon membrane you will experience the problem you describe. A new siphon is required.

When I flush toilet wht water swirls and flushes,

check the water level in the tank, if you do not have enough water it will give problems flushing. if the level is low there are two different adjustments you can make on the float and valve to get the required water level to get an efficent flush.
